{"id":5845,"date":"2020-03-18T14:32:17","date_gmt":"2020-03-18T09:02:17","guid":{"rendered":"http:\/\/reconnectenergy.com\/blog\/?p=4912"},"modified":"2020-03-18T14:32:17","modified_gmt":"2020-03-18T09:02:17","slug":"andhra-pradesh-distribution-companies-propose-amendments-to-the-solar-rooftop-policy-2018","status":"publish","type":"post","link":"https:\/\/reconnectenergy.com\/andhra-pradesh-distribution-companies-propose-amendments-to-the-solar-rooftop-policy-2018\/","title":{"rendered":"Andhra Pradesh distribution companies propose amendments to the Solar Rooftop Policy 2018"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">In a recent <\/span><a href=\"http:\/\/aperc.gov.in\/admin\/upload\/SRTPolicy.pdf\"><span style=\"font-weight: 400;\">development<\/span><\/a><span style=\"font-weight: 400;\">, the Andhra Pradesh Electricity Regulatory Commission has accorded guidelines for making amendments suggested by the state DISCOMs for implementing <\/span><a href=\"http:\/\/aperc.gov.in\/admin\/upload\/SRTPolicy.pdf\"><span style=\"font-weight: 400;\">guidelines<\/span><\/a><span style=\"font-weight: 400;\"> of Solar Rooftop Policy 2018.<\/span><br \/>\n<span style=\"font-weight: 400;\">Both <\/span><a href=\"http:\/\/aperc.gov.in\/admin\/upload\/SRTLetter.pdf\"><span style=\"font-weight: 400;\">APSPDCL<\/span><\/a><span style=\"font-weight: 400;\"> &amp; <\/span><a href=\"http:\/\/aperc.gov.in\/admin\/upload\/EPDCLrepresentationsrt.pdf\"><span style=\"font-weight: 400;\">APEPDCL<\/span><\/a><span style=\"font-weight: 400;\"> have made suggestions via a letter addressed to the commission stating that the issues faced by the discoms &amp; amendments suggested following the issues:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The metering to be done either on the Gross\/Net metering method.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The applicable tariff for solar rooftop projects for either net metering\/gross metering shall not exceed \u201cdifference of pooled variable cost and balancing cost\u201d (or) the applicable tariff at the time of Commercial Operation Date (CoD) whichever is less.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The agreement period shall be for 10 years.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">According to the communication submitted, the discoms are experiencing heavy burden as the solar rooftop policy allows commercial, industrial and residential consumers to opt for net metering and hence the discoms are just stand-by systems in case the consumers require power on less-generation days.<\/span><br \/>\n<span style=\"font-weight: 400;\">The distribution companies described a calculation stating how they prefer gross metering over net-metering since the former is more feasible to the companies than the later as less payment needs to be done by the companies to the solar rooftop consumers in gross metering.\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">The companies were of the opinion that the final cost is to be borne by the end-consumers but currently with the decreased costs of putting up a rooftop solar plant and getting higher rates for selling the power (more than the APPC rate decided by the commission) is causing hindrance to them.<\/span><br \/>\n<span style=\"font-weight: 400;\">Finally, the distribution companies have suggested that a generic tariff can be fixed on the costs involved rather than depending on the Average Pooled Purchase Cost (as the selling rate of the power and the initial cost of putting up a rooftop solar both has decreased compared to earlier).\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">The commission has invited comments, suggestions and opinions from all the stakeholders till 23rd March 2020 and a hearing on the subject is to be held on 24th March 2020 at the commission hall.<\/span><br \/>\n<span style=\"font-weight: 400;\">Recently, APTRANSCO also suggested <\/span><a href=\"http:\/\/reconnectenergy.com\/blog\/2020\/02\/aptransco-proposes-amendments-to-the-aperc-dsm-regulations-for-wind-and-solar\/\"><span style=\"font-weight: 400;\">amendments<\/span><\/a><span style=\"font-weight: 400;\"> to the solar &amp; wind forecasting and scheduling regulations saying that the current regulations were not in the best interest of the discoms and that it required changes.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a recent development, the Andhra Pradesh Electricity Regulatory Commission has accorded guidelines for making amendments suggested by the state DISCOMs for implementing guidelines of Solar Rooftop Policy 2018.
