This comes as a relief to windmill power produers, as they were fearing that the windmill backing down, which is now being done for around 8 hours a day during night time, might well extend into daytime too if solar power starts generation. Instead of rejecting wind power during night time, TNEB should encourage power consumption during night time instead of peak hours by passing on additional concession, such as removal of power cut for factories during night time and then by increasing the night time power consumption incentive, from the present 25 paise per unit to something like 200 paise per unit, as in Maharashtra.

The REC mechanism is not at all conducive to the development of Renewable Energy in a state like Assam where at present generation of grid quality power from renewable energy to meet even 10% of low RPO (2.8%for the year 2011-12) is not available. In Assam at present renewable energy generation is limited to a small hydel generation. Thus, the state distribution company (and captive generators) are required to purchase substantial quantity of REC from an Energy Exchange, who has in turn purchased REC from an entity in a ‘renewable energy’ rich state like Maharashtra or Rajasthan. Thus, fund generated out of non fulfilled RPO in a renewable energy deficit state is now transferred through REC to Renewable Energy rich states This is against the spirit of the provision of the sub-section 1(e) of section 86 of the Electricity Act-2003
